Bad news for ACS - the State of North Carolina is unhapply with its efforts at setting up a system for processing Medicaid claims. At least I think it's a claims processing system - they call it a "billing system."

ACS underbid the contract by at least $80 million from the beginning and started to miss deadlines. The state was naive in awarding the contract since the 2 other bidders were within $2 million of each other on the bid.
Seems that state has realized its mistake. I guess, my question now is, what recourse do they have?
